Special Education

Special education is specially designed instruction based on the needs of an individual student. As required by law, School District 197 provides a free, appropriate public education to about 900 students with disabilities from birth through age 21 who attend both public and private schools. A team develops, implements and reviews each student’s individual program. Please see School District 197’s Special Education section for more information.

Garlough's Special Services team is dedicated to helping each individual child achieve success. Staff are devoted to students and leave no stone unturned in their quest to help each one achieve his/her potential.

Jennifer Losinski
Hello! My name is Jennifer Losinski and I am a Special Education teacher at Garlough Environmental Magnet School! I have been at Garlough since 2016. I hold a master's degree in elementary education from the University of Minnesota. I live in St. Paul with my dog, cat and bearded dragon! I love reading and taking my dog for walks by the river.

Hello!  My name is Molly Manthey and I am a special education teacher at Garlough Elementary School.  I've been a special education teacher for fifteen years.  I hold a bachelor's degree in elementary education from St. Catherine University and I got my special education degree from St. Cloud State University.  In my free time I enjoy nature photography, state parks, travel, and hanging out with my Cairn Terrier named Harry and my cat Penny.  Please feel free to contact me whenever needed.  

 

 
Angie McIntyre
Hello! My name is Angie McIntyre and I am a school psychologist at Garlough Environmental Magnet School. I have worked at Garlough since 2016. I hold a bachelor's degree in psychology and journalism from the University of Wisconsin-Madison, and an Education Specialist degree from the University of Minnesota. My children attend school in District 197 as well, so this is more than just a workplace for me! In my free time, I enjoy hiking, biking, and spending time with my family.
 
 

Kelsie Onyango
Hello, my name is Kelsie Onyango and I am a special education teacher at Garlough Environmental Magnet School.  I have taught at Garlough since 2018 and taught in St Paul Public Schools for 10 years prior to joining the staff at Garlough.  I hold a Bachelor's degree in Psychology and Social Justice and a Master of Arts in Teaching from Hamline University.   Jinan Weinhandl 
Greetings! My name is Ms. Jinan Weinhandl, and I am a Special Education teacher at Garlough Environmental Magnet School. I have worked in Special Education for over 15 years, and have taught at Garlough since 2018. I attended Bethel University, where I earned a Masters degree in Education and my Special Education LD teaching license.  I am a mother to a boy named Howie, who attends Mendota Elementary. In my free time I enjoy going to our cabin, and spending time outdoors.
