Special Education

Special education is specially designed instruction based on the needs of an individual student. As required by law, School District 197 provides a free, appropriate public education to about 900 students with disabilities from birth through age 21 who attend both public and private schools. A team develops, implements and reviews each student’s individual program. Please see School District 197’s Special Education section for more information.

Garlough's Special Services team is dedicated to helping each individual child achieve success. Staff are devoted to students and leave no stone unturned in their quest to help each one achieve his/her potential.

Hello, my name is Kirstin Larson. I am a special education teacher at Garlough Elementary. I have been teaching in special education for 17 years. I hold both a bachelor's degree in elementary education and a master's degree in special education from St Cloud State Elementary. My furry family and I live in St. Paul. In my free time I like to go camping, spend time at the cabin, and travel.

Hello!  My name is Molly Manthey and I am a special education teacher at Garlough Elementary School.  I've been a special education teacher for fifteen years.  I hold a bachelor's degree in elementary education from St. Catherine University and I got my special education degree from St. Cloud State University.  In my free time I enjoy nature photography, state parks, travel, and hanging out with my Cairn Terrier named Harry and my cat Penny.  Please feel free to contact me whenever needed.

Hi! My name is Allyse Knox-Russell and I have been a Special Education teacher at Garlough Environmental Magnet School since 2017. I have licensures in Specific Learning Disabilities and Emotional Behavior Disorders, and received my master's degree from Hamline University in 2014. Outside of teaching at Garlough, I am working on a PhD about environmental health and justice organizations in Minnesota. I live in Minneapolis with my family and beloved, talkative cat Cricket.
